According to the National Sample Survey Office (NSSO) report, 32 million Indian children of age up to 13 years have never attended any school, the majority of them belonging to the socially disadvantaged class of rural India. Citing 2011 census data, in 78 lakh children with disabilities between the age group 5-19 only 61% were attending educational institutions. Rest 39% had never been to school at all.

According to UNICEF, out of 100 students, 29 per cent of girls and boys drop out of school before completing the full cycle of elementary education, and often they are the most marginalized children of rural India. Over 64% of dropout in education happens at school level. Drop out due to early marriage, child-labour, seasonal migration, poverty, lack of access to educational resources and awareness.

According to the National Sample Survey, out of the 470 million people of working age in India, only 10% receive any kind of training or access to skilled employment opportunities. About 90 per cent of employment opportunities require vocational skills. Only 20 per cent of our graduates get employed. The rest are unable to get suitable employment due to the lack of employable skills.

COVID-19 Pandemic

The COVID-19 pandemic raging across the globe has led to the closure of schools. In India, it has affected the education of   nearly 320 million children, pre-primary to secondary levels, (of which 49 per cent girls). Over 1.5 million schools across India closed down due to the pandemic.

6 million children are out of schools permanently, another about 1 to 1.5 million would be added to this number this year. An NSSO 2014 report highlights that 32 million children were already out of school before the pandemic. The majority of them belong to the socially disadvantaged class in the country.

According to a recent UNICEF India report, only a quarter of households (24 per cent) in India have access to the internet and there is a large rural-urban and gender divide. The learning gap is likely to widen across high, middle and low-income families, as children from economically disadvantaged families cannot access remote learning.

While 66% of India’s population lives in villages, only a little over 15% of rural households have access to internet services. For urban households, the proportion is 42%. While 82% of rural children had no textbooks at home. 29% children of rural India had not engaged in any educational activity.

There is a large number of those who have never been included in these official figures. They have been out of the mainstream for centuries and have never had the opportunity to be included.
